This is an appeal from a judgment of the Superior Court reversing decisions of the commissioner and appeal tribunal of the Employment Security Department which had held The Daily Herald Company, d/b/a The Everett Daily Herald, liable for unemployment compensation taxes for persons referred to as "bundle droppers" or "contractors" who transported the Heralds bundled newspapers to "drop points" which supplied the carrier routes.
